I also thought the rule of thumb was that you don't give up next year's number 1 if you draft a QB while moving up. The Giants and Bills could both get screwed next year

Move up to #24 or #25 and take Jackson. Give up the second and third to move up, because the going rate is higher than normal. I bet Cincy would not mind to move down again.
