In case people missed it before, I've highlighted the key word:

If the player does not clear waivers, there is no buyout.

I can't seem to do a nested quote so here is the relevant part, again.

Larry Coon said:
* IF the player clears waivers, the compensation protection for lack of skill (see question number 90) will be reduced or eliminated.

To me that reads that if the player is claimed off waivers then the agreement of reducing or eliminating compensation protection for lack of skill will not be honored and said player will receive full salary.

I don't know, my head hurts and I'm not used to reading legalese but perhaps I'll send an email to Mr. Coon for clarification.

Yes, that's right, he receives full salary (pro-rated) from his new team, just as in a trade. The player's contract and annual salary do not change.

I think the problem with it is that Cassell himself is just not down for that kind of indentured servitude. Cassell has said that he has plenty of money, his first underpaid years with the Rockets notwithstanding. That's why buyout talks, aiding the Clippers, are even on the table. He's rich enough as it is. So it's hard to tempt a player with that mindset with monetary incentives such as the remainder of his old contract or more money than the veteran's minimum.
Well, the Suns wouldn't really have to "tempt" him with anything. If they were to claim him off the waivers, that's equivalent of a trade in that he would have no say about it. The first time we traded for Cassell, he came here and played his heart out even though the Suns were horrible. Perhaps he has changed, but I still have full confidence that Cassell would play as well for us (or as poorly) as he would for Boston.

That's not quite true: He could continue to say his wrist hurts, as he has done with the Clippers in order to force this whole scenario. At least the Suns would be keeping him away from other teams, but that's not worth $8+ million.

I have great respect for Cassell as a player, but I think the likelihood of him being the missing piece for the Suns is extremely remote.

I can't imagine that if the Suns acquired him, he'd act like a punk. He has a ton of respect for Nash and Shaq, and a shot at a title. He'd play his tail off. He could be a little upset-- but he'd get the job done, and it's better than staying on the Clippers.

How strange to see Cassell, enemy mine with Houston, Minny, and L.A, on the Suns. :)

For those of you who don't think we need or could use Cassell here are smoking crack. It's quite apparent that we need a capable veteran PG behind Nash. Tonight was evidence enough. Nash looks a bit aprehensive defensively right now, and I think it has a lot to do with his back. If we had Cassell here it would relieve Nash of having to set everyone up and he wouldn't have to play as many minutes. The Suns offensively and defensively wouldn't skip a beat incorporating Cassell in. The Suns need to get off their a$$es and either swallow their pride and claim him off waivers are desperately try to get him here once he clears waivers. If we don't get him, I have a feeling we're not going to so hot.

They have to pay his original or agreed upon buyout salary.

they have to pay the remainder of what is owed on his contract. for example, if he makes 5 million a year for 1 year and the buyout agreement is 1 million, the suns would have to pay him 4 million dollars to pick him up off of waivers.

regardless, i'm not convinced cassell is what we need. he's old and slow first off, which sucks as a guard. he also is not a good 3 point shooter (26% this year and 33% for his career).

Also little. They are both littler than me. :p

nah dude, you're just tall. i played center-forward in highschool (overseas) and i'm only 6-2...

cassell is a good pickup because of his toughness down the stretch (not to mention championship experience). if you have him as backup for nash, that's a luxury...

i wouldn't consider the championship to be much. he won his rings in his first 2 years in the league.

yep, it's not much, but it wouldn't hurt to have that experience. after all, championships can only be won once a year, it's always better than not having any, he's among the few. speaking of championships, barry would have been fine as well, too bad he's got other plans

If that were actually true, you would have just cited to the actual CBA (Google for it, it's not hard to find) instead of the frequently inaccurate Cliff's Notes summary. No, you're just trying to make a petty point for the sake of absolutely nothing, least of all your knowledge or anyone else's.
excerpt from NBA by-laws said:
5.03. Waiver Procedure. A Member desiring to secure waivers on a Player shall notify the Commissioner or the Commissioner’s designee, who shall, on behalf of such Member, immediately notify all other Members of the waiver request. Such Player shall be assumed to have been waived unless a Member shall notify the Commissioner or the Commissioner’s designee in accordance with Section 5.04 of a claim to the rights to such Player. Once a Member has notified the Commissioner or the Commissioner’s designee of its desire to secure waivers on a Player, such notice may not be withdrawn. A Player remains the financial responsibility of the Member placing him on waivers until the waiver period set by the Commissioner or the Commissioner’s designee has expired.

5.04. Waiver Period. If the Commissioner or the Commissioner’s designee distributes notice of request for waiver at any time between August 15 and the end of the next Season, any Members wishing to claim rights to the Player shall do so by giving notice by telephone and in a Writing of such claim to the Commissioner or the Commissioner’s designee within forty-eight (48) hours after the time of such notice. If the Commissioner or the Commissioner’s designee distributes notice of request for waiver at any other time, any Member wishing to claim rights to the Player shall do so by providing Written Notice of such claim to the Commissioner or the Commissioner’s designee within seven (7) days after the date of such notice. A Team may not withdraw a claim to the rights to a Player on waivers.

5.05. Waiver Preferences.
(a) In the event that more than one (1) Member shall have claimed the rights to a Player placed on waivers, the claiming Member with the lowest team standing at the time the waiver was requested shall be entitled to acquire the rights to such Player. If the request for waiver shall occur after the last day of the Season and before 11:59 p.m. eastern time on the following November 30, the standings at the close of the previous Season shall govern.

(b) If the winning percentage of two (2) claiming Teams are the same, then the tie shall be determined, if possible, on the basis of the Regular Season Games between the two (2) Teams during the Season or during the preceding Season, as the case may be. If still tied, a toss of a coin shall determine priority. For the purpose of determining standings, both Conferences of the Association shall be deemed merged and a consolidated standing shall control.

5.06. Players Acquired Through Waivers. A Member who has acquired the rights and title to the contract of a Player through the waiver procedure may not sell or trade such rights for a period of thirty (30) days after the acquisition thereof; provided, however, that if the rights to such Player were acquired between Seasons, the 30-day period described herein shall begin on the first day of the next succeeding Season.
By the way, the NBAPA official website links to Larry Coon's FAQ. It's not some random bozo work.

Why do people care about him so much here? He is a SUNS hater! He wouldn't even consider signing here.
