The rule in the (new) CBA prohibits players who sign new contracts from practicing with their teams until the start of the new league year, which is Thursday, August 4th. This rule even applies to a free agent who re-signs with his team and it applies to many players who were traded this offseason, including Vikings QB Donovan McNabb.

This just means that we're going to see more of Skelton, Hall, and others on the 11th. 7 days isn't all that much time to prepare for a game. Game 2 will be Kolb's real debut.But that wouldn't explain why veterans with hold over contracts could practice.

Found some more. You were right about the insurance. For whatever reason players who weren't under contract or traded and signed a new deal can't be covered by the Insurance until the new CBA is ratified and that is supposed to be done by Thursday. I think.
