Same way they can NOT call delay of game when the play clock sits at zero well before the snap. NFL officiating is atrocious. And with the huge expansion in legal gambling, they really need to clean it up. How many refs are on the take? I'd guess at least 3-4. Maybe more.

Everything is about sports betting. Appearance is going to be an issue.
