It still doesnt make much sense. Unless you plan on taking a RB with the #3 pick, then all your gonna get in the later rounds is more 'potential' which is exactly what Shipp has.
I am all for drafting RB late 5-6th round, but only to fill the depth chart if the extreme happens and 3 RB's go down. Not to replace Shipp.
If your big arguemnt is that Shipp doesnt score than I am not sure it is that legitimite of an arguement. There are lots of great RB's in the NFL who have get many more touches and only have a handful of TD's.
Top 20 RB's in the NFL (Yards gained over 1000)
#6 Fred Taylor 345 Att 1572 yards 6 td's
#12 Curtis Martin 323 Att 1308 Yards 2 td's
#14 Tiki Barber 278 Att 1216 yards 2 Td's
#16 Eddie George 312 Att 1091 Yards 5 Td's
All of these guys had very little TD's this past year and I doubt anyone would consider them just 'average' (perhaps George is now average) but Martin, Taylor and Barber are all very very god backs. Just becuase they have scored a massive amount of TD's doesnt mean they now suck!
Red zone %, inside the 5%, has a lot to do with a RB scoring or not. I wont confuse Shipp with Portis, Holmes, or Green, but saying he is no better than average, IMO, is a little hasty.
Lets give the kid a chance with anew coach, and system to prove himself!
