I saw this on the home page of nfl.com and on a couple other sites. Bruce is definitely lighting an intentional fire. I do think this story was pushed to the media to get him going.

This guy doesn't think it's nonsense.
"Coop's still got a ways to go," Cardinals coach Bruce Arians told Fox Sport Arizona after the team's offseason workouts (known as OTAs) in June. "He's not the athlete he was last year at this time, but I wouldn't expect him to be. It's just a matter of getting his strength and his confidence and his balance."
You never know IF you can do it, UNTIL you do it.
That is basically Cooper's issue right now; he is being tentative. This situation should work itself out throughout the pre-season. This is Arians giving Cooper a little motivational push.
If Coop is still tentative come Week 1, then it's an issue.
That quote is two months old. 10 weeks later, and he's still out of shape? Again, the reason he wasn't IR. Designated to return is probably what you say. But it's been 11 months.
He didn't say he was out of shape he said he's not the same athlete he was before the injury, yet.
It's easy for you to say it's a 10 week injury it wasn't your leg.
If the Cards felt that they would have tried to keep him eligible to play last year, they didn't.
They clearly think he's not as far as they hoped he'd be but again they also clearly expected it would take him awhile to get back, that's why they did what they did last year and that's why Arians said that in June.
Cooper is a 7th overall pick, who is currently struggling to keep a 4th round pick from taking his spot.
And the 4th round pick is currently getting beat out for the RG spot by a UDFA.
That would mean if Cooper were to lose this battle in camp, he would be riding the pine as a 7th overall pick.

During his weekly radio spot on Arizona Sports 98.7 with Doug and Wolf, General Manager Steve Keim said he really wasn’t worried about left guard Jonathan Cooper, even though Bruce Arians had said he was disappointed in how the 2013 first-round pick had played up until this point. Keim noted Cooper’s “pretty significant injury” and said it’s just a matter of Cooper getting through his rust. The nature of the broken leg doesn’t help either.

The report was a broken bone without additional complications. Let's say that the recovery time for the injury was 50% longer. A 15 week injury that is now 40+ weeks in the past.
I'm not sure what the difference is between "out of shape" and "not the same athlete."
