I give up on NFL clock rules. They ruled JJ stepped out of bounds there, but ran the clock after they set it? Does it have to be a first down for the clock to not run there I thought the whole point of stepping out is to stop the clock?

is not possiible to stop the clock running out of bound in the 3th quarter

I thought going out of bounds always stops the clock?

Clock only stops inside of 5 min of the 2nd and 4th quarter when a runner goes out of bounds, I believe.
