Not necessarily. They could wait for another team to get desperate around August if they have QB injuries. Remember the Vikings got desperate after Bridgewater injury and traded for Sam Bradford. Deshaun Watson also had a non-contact injury in practice as a recent example. Wait for something like that to happen and Rosen becomes extremely attractive for another team.
