It doesn't matter the ball has to be thrown from outside the tackle and cross the LOS, even if there's an eligible receiver in the area when throwing to avoid a sacjk. So spiking the ball or throwing it down because nobody is open is ok, but if you're about to be sacked and do it, it has to cross the LOS and be outside the pocket
