This list is actually pretty decent. Murray ends up at 16, which is right in line with my thoughts so maybe it is confirmation bias.

The sad reality is that BOTH of these guys were drafted by poor franchises that up until now have had poor coaching, not enough weapons on either side of the ball, and poor front offices. Where I think Hurts is ahead of Murray, and it was the same at college level too:
