It’s possible the first pass was supposed to be backwards and the second one forward. I have seen similar plays where the receiver takes 5 steps back. It would also allow the second throw to go upfield if open. Who knows?!
Well, the end of the day someone didn’t know what to do, and that’s . . . coaching.

117 passing yards at 4.8 YPA in Q4 against an average defense full of rookies was not what I expected when we paid Kyler $45m a year.

Right that's the normal play. I THINK the trick on this play was the 2nd pass was supposed to be the backwards one. If you see where Dortch is and where Kyler is he can't throw the ball backwards it has to go forwards.
