I'm ok with a veteran HC being hired. I saw the average tenure for HC these days is 3.2 years. I attribute that to hiring, and missing, with all these young, first time hot shot assistants that either aren't ready or just overmatched. McCoy, Chip Kelly(college), McAdoo, the turnstile in Cleveland, Joe Philbin, Gus Bradley, Jim Tomasula, Dennis Allen, Marc Trestman, Singletary, etc.
I'm also not in favor of the old retread like a John Fox or Fisher. I guess I prefer a guy who was given a shot, didn't work out for whatever reason, but has learned, gone on to success in another organization(s) and knows what he's in for this time around. The guys who the Cards are said to be interested in and fit that category are Shurmur, McDaniels, Munchak. I would throw Haley in that group but the Cards don't seem to have any interest.
Aren't you really talking about just a couple of franchises? If you're not Cleveland, San Franciso, or Chicago, you're screening out most of the problem. Mike Singletary was a head coach 7 years ago. Joe Philbin had one less season in Miami than Arians had here.
Everything I've heard on national radio says switching back to a 43 would be very expensive and a 2-3 year process to get all the right peices in place

DT - Olsen Pierre
DT - Corey Peters
LDE - Kareem Martin
ILB - Deone Bucannon
ILB - Haason Reddick
DB - Patrick Peterson
DB - [Placeholder]
DB - Tyrann Mathieu
S - Budda Baker
S - Antione Bethea
You also have a good amount of backups/depth. As long as you have a pass rusher and a top-shelf cornerback in place, you're in a good spot regardless of system.
