Since the Bulls and Knicks have each players early bird rights and are not under the cap the most they can offer is a contract starting at a little over 5mil. However the Gilbert Arenas provision allows teams who have early bird rights to match any amount those players may receive from another team. When they do match they can still only offer the 5mil on the first year plus a raise on the 2nd year. Since the contract total has to match what the other team offers it is the 3rd year that has a massive increase to account for the difference.
The Rockets offered both players a standard contract that averages to about 8mil per, it's only if the Bulls and Knicks match will it change based on the early bird rights.

It would be nice to know who is signed with the Suns. For example, I have no idea if newcomers Dragic and Beasley have signed their contract. The same with Scola. I know Marshall has signed. Certainly we know who already is under contract except in cases like Lopez who is a RFA who is presumably exploring offers.
This dragging feet thing seems new under the new CBA when decisions have been made, waiting periods have been completed, yet contracts have not been consummated.
Yeah I don't understand the whole physical thing. What if Gordon fails his physical? Does that mean the match is voided? If it doesn't, then why do the Suns have to wait?

It is possible the Suns have renounced someone's cap hold without making a press release, but that's unknown at this time. Maybe cap holds don't count on amnesty bids.
Phoenix cannot do anything until Gordon passes his physical in New Orleans. This is one of the reasons Beasley and Dragic have not signed yet. To sign these new players, the Suns will have to get rid of the cap holds on Lopez ($7.2) and Brown ($4.2), not to mention Price and Redd ($0.9 million each) which are taking up about $13 million in cap space.
One way for these cap holds to be erased is if the Suns simply renounce the player's rights. Another is if the player signs a new contract, either with the Suns or another team.

The Suns had about $35M in committed salaries for 6 returning players when Scola was claimed. Add to that cap holds for Lopez ($4M), Marshall, who is now signed ($2M), Gordon's offer sheet ($14M) and cap holds for remaining roster spots ($1.5M) and you are at around $56.5M. When Scola was awarded to the Suns, they immediately waived Childress under the amnesty provision, creating an additional $6.5M in cap space.
Without Gordon on the books, the Suns should have approximately $19M to sign remaining players. After Dragic and Beasley sign, they should have around $4.5M left or $8.5M if they renounce Lopez.
If the Suns don't give out any additional multi-year contracts and barring any trades, they should have around $12.5M to pursue free agents next year, although the two first-round picks will cut into that if the Suns keep them.
