Because the average score of all teams in all games this year is 21.7. It's been between 20.3 and 24.8 every year in the last 30 years, and has averaged between 20.0 and 22.9 in every 10-year period starting with 1945.
Perhaps you're longing for the "good old days" between the inception of the league and 1944, when the average team scored 11.4 points per game?
