That's--what?--85 quarterbacks that were drafted after the first two rounds. Of those 85, you can point to only eight(!) that had even mild success in the NFL. From five rounds.
You're much more likely to be stuck with the next Jeff Kelly (yes, that Jeff Kelly) by selecting a QB in the seventh round than the next Tim Rattay or whomever.

The smart thing to do is let other teams draft QBs #1 and develop them for you (losing games in the process) and then cut them. Then pick them up later in their careers.
