    The TRANSITION tag allows an organization to match an offer, that's all. In the end they (the Cards) in all likelihood, simply would have let him go rather than risk getting stuck with him if negotiations failed with an interested party. Bottomline... Mr. B. was not prepared to risk dime-one...
