I've read that he's been tested every week, which makes sense. Otherwise, how did Justin Blackmon, and iirc Josh Gordon, test positive during their suspensions? No, he doesn't. And he hasn't even been doing his full responsibility to join the team as soon as possible, because he delayed submitting his paperwork(!) for reinstatement by more than a month. Maybe he'll turn his life around and he'll come back and be the leader that he never was in his five years playing football.
But you don't get credit for hiding in a hole and not doing anything bad that we know of during the year-plus that you've been out of the league.
EDIT: Do we even know that the NFL has been testing Washington during his suspension? He's effectively out of the league — the word that comes up over and over in the press is "Banishment." Washington could say that he hasn't faild a drug test in the last 10 months and be truthful if he hasn't had to submit to one.
Also, I don't get all the hand wringing by people over his delay to submit his papers. Nobody, as far as I have heard, knows what the reasoning behind it is. Maybe that date corresponded with completion of his DV program. I don't know what the reason is but it really has no bearing on anything at this point. Maybe 6 more weeks of being clean is a positive factor to Goodell. Who knows?
